Organizational Structure and associated Bylaws of the Sanctuary Condominiums

The Sanctuary Condominiums were setup in 1999 by the Benjamins, who were the developers of the complex, including the hotel, condominiums, the individual homeowner parcels of land, and the unfinished towers.

The organizational structure of the condominiums is overly complex and is governed by two different entities with two differing sets of Bylaws, meeting dates, membership requirements, and other weird anomalies. Are there any owners that are interested in trying to find a way to simplify the structure of our Condos so that the management is less complex?

This set of Bylaws seem to guide what the owners are allowed to do with their property and sets up guidelines that define Common Areas, vs. Private, personal space (inside your unit).


The Asociación is setup as the the legal administrator of our Condominiums. The laws in Costa Rica require a minimum of 71% of our owners to participate in an Associación General meeting to assign the Associación as administrator of the Condominiums and be recorded in the General registry of Costa Rica.

The Board of Directors of the Asociación are elected for a two year term at an Asociación AGM or Annual General Meeting.
